We are pleased to invite you to the next seminar in our “Law & Technology & Economics” lecture series.

We have the pleasure of hosting Marco Almada (University of Luxembourg), who will present a talk on technology neutrality as a delegation of power. The discussion will examine why technology-neutral regulation, despite its prominence in instruments from WTO rules to the EU AI Act, consistently struggles to deliver on its promises. It will offer a unifying framework that reframes technology neutrality as a delegation of the power to decide how general rules apply to particular technologies, and show how, applied to EU digital regulation, this concentrates power in certain public and private actors while weakening accountability.

The format will include a 30-minute presentation followed by a discussion with the audience.
