[staff-physics-and-astronomy-HL-UHD-UD] Departmental PhD policy - final version

Dear all,

Following the draft versions that we have sent around over the past couple of months and after careful discussions and considerations, we now have a final version of our departmental PhD policy. Please find it attached for your record. The policy will be effective from January 1st, 2026. In the first period we will be flexible to allow for the transition into the new policy.
