[Senior-staff-physics-and-astronomy] N&S financial policies overview

Dear colleagues,

Following the discussion at the staff lunch yesterday, we have added to 
our dept google docs

a document summarizing the current financial policies of the Physics and 
Astronomy department concerning topics like group and PI budgets, hiring 
of teaching and student assistants, extensions of PhD and postdoc 
contracts, approval of financial requests and grant applications, and 
related matters.

These policies are flexible enough to be adapted to the financial 
situation of the department at any given time.  The MT welcomes feedback 
from the concerning these financial policies and possible improvements 
thereof. Any changes in these policies will be reflected in updates of 
this document.
