<p class="MsoNormal"><span lang="EN-US">Recently our faculty board has decided that within the faculty, we are not allowed to hire PhD students on CSC scholarships anymore. As a department, we decided this back in January already, but now the faculty board
has done this too. Below is the message by Esther van den Hengel (in Dutch originally, but also translated to English below). Note that the VU still allows this, but that does
<u>not</u> mean that we can still do this.<o:p></o:p></span></p>

<p class="MsoNormal">Graag wil ik jullie informeren dat we in het FB (afgestemd met de afdelingshoofden) hebben besloten dat we vanaf 1 september stoppen met het toelaten van CSC promovendi vanwege onderstaande redenen:<o:p></o:p></p>

<ul style="margin-top:0cm" type="disc">
<li class="MsoListParagraph" style="margin-left:0cm;mso-list:l1 level1 lfo3"><span style="font-size:11.0pt;mso-fareast-language:EN-US">Goed werkgeverschap: de CSC beurs biedt promovendi onvoldoende financiële middelen om het levensonderhoud in Nederland te
bekostigen. De bijdrage van het CSC is onder bijstandsniveau en het FB acht het niet langer wenselijk - in kader van goed werkgeverschap - om promovendi toe te laten, die niet door hun subsidiegever voldoende financieel worden ondersteund.
</span><o:p></o:p></li><li class="MsoListParagraph" style="margin-left:0cm;mso-list:l1 level1 lfo3"><span style="font-size:11.0pt;mso-fareast-language:EN-US">Kennisveiligheid: vanuit het oogpunt van kennisveiligheid is het noodzakelijk om zorgvuldig te overwegen in hoeverre het aangaan
van overeenkomsten met CSC promovendi wenselijk is en dit is soms lastig vast te stellen.
</span><o:p></o:p></li><li class="MsoListParagraph" style="margin-left:0cm;mso-list:l1 level1 lfo3"><span style="font-size:11.0pt;mso-fareast-language:EN-US">Juridische complexiteit: bij sommige CSC promovendi worden afspraken gemaakt over een double degree. Vanwege het feit dat
de Nederlandse en Chinese wetgeving bij een double degree niet goed op elkaar aansluiten, is het lastig en complex deze double degree te realiseren.
</span><o:p></o:p></li><li class="MsoListParagraph" style="margin-left:0cm;mso-list:l1 level1 lfo3"><span style="font-size:11.0pt;mso-fareast-language:EN-US">Financiën: subsidies/beurzen dienen kostendekkend te zijn voor zowel directe als ook indirecte kosten. In het geval van CSC
beurzen is er onvoldoende dekking voor de overheadkosten en de directe kosten gemoeid met het uitvoeren van de promotieonderzoek aan de VU.</span><o:p></o:p></li></ul>
<p class="MsoNormal"> <o:p></o:p></p>
<p class="MsoNormal">Dit betekent ook dat medewerkers van Beta niet meer betrokken zullen zijn bij eventuele wervingsacties rondom CSC promovendi.<o:p></o:p></p>

<p class="MsoNormal"><b><u>Message Faculty board:<o:p></o:p></u></b></p>

<p class="MsoNormal"><span lang="EN-US">Dear all,<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US"><o:p> </o:p></span></p>
<p class="MsoNormal"><span lang="EN-US">I would like to inform you that we have decided in the FB (coordinated with the department heads) that we will stop admitting CSC PhD students from 1 September because of the following reasons:<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US"><o:p> </o:p></span></p>
<p class="MsoNormal"><span lang="EN-US">- Good employment practice: the CSC scholarship does not provide PhD students with sufficient financial resources to cover living expenses in the Netherlands. The CSC's contribution is below assistance level and the FB
considers it no longer desirable - in the context of good employment practice - to admit PhD students who are not sufficiently financially supported by their grantor.
<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US">- Knowledge security: from the perspective of knowledge security, it is necessary to carefully consider the extent to which entering into agreements with CSC PhD students is desirable and this is sometimes difficult to
determine. <o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US">- Legal complexity: double degree agreements are made with some CSC PhD students. Due to the fact that Dutch and Chinese legislation do not match well in the case of a double degree, it is difficult and complex to realise
this double degree. <o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US">- Finance: grants/funding should cover both direct and indirect costs. In the case of CSC grants, there is insufficient coverage for overhead costs and the direct costs involved in conducting PhD research at the VU.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US"><o:p> </o:p></span></p>
<p class="MsoNormal"><span lang="EN-US">This also means that Beta staff will no longer be involved in any recruitment activities around CSC PhD students.<o:p></o:p></span></p>
