met betrekking tot 2022 meer in behandeling worden genomen. Voor declaraties loopt de deadline vandaag af. <o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">Alle niet-afgeronde HRM-processen die nog in het systeem staan worden op dinsdag 13 december door de HRM Servicedesk collectief afgekeurd. De initiator
ontvangt daarvan een notificatie. Indien gewenst kunnen deze processen dan met een ingangsdatum vanaf 1 januari 2023 opnieuw worden ingevoerd. <o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">Een uitzondering geldt voor de HRM-processen voor externen. Deze worden

<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">HRM is verheugd te kunnen melden dat de VU en de vakorganisaties in het
<a href="https://vu.nl/nl/medewerker/beleid-en-organisatie/lokaal-overleg-vrije-universiteit-amsterdam">
Lokaal Overleg</a> nog voor de feestdagen overeenstemming hebben bereikt over een verhoging van de reiskostenvergoeding woon-werkverkeer, een uitbreiding van het keuzemodel en een verhoging van de vergoeding voor zakelijke dienstreizen. De afspraken worden
per 1 januari 2023 van kracht. <o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">HRM heeft hiervoor diverse berekeningen gemaakt om de maximale financiële ruimte te bepalen. Daarbij is gekeken naar het beschikbare budget, het aantal
reisdagen, de stijging van het aantal medewerkers en de prijsstijgingen in het ov. Het resultaat daarvan levert de volgende verbeteringen op:<o:p></o:p></span></p>
<p style="line-height:22.5pt"><strong><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">1. Reiskosten woon-werkverkeer en thuiswerkvergoeding</span></strong><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333"><o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">- De basisvergoeding voor medewerkers met een ingevulde reisverklaring wordt verhoogd van € 0,075 naar € 0,12 per kilometer (mits niet wordt gereisd met
een motorvoertuig).<o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">- De basisvergoeding voor medewerkers met een toegewezen parkeerpas wordt verhoogd van € 0,04 naar € 0,06 per kilometer.<o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">- De fiscale uitruil wordt verhoogd van € 0,20 tot € 0,22 (opgebouwd uit € 0,21 + € 0,01).<o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">De thuiswerkvergoeding blijft ongewijzigd. Deze vergoeding wordt niet op lokaal niveau tussen de VU en de vakbonden besloten, maar is een cao-afspraak. <o:p></o:p></span></p>
<p style="line-height:22.5pt"><strong><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">2. Keuzemodel Arbeidsvoorwaarden</span></strong><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333"><o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">- De uitruil voor de fiets wordt verhoogd van € 1.500 naar € 2.000 om duurzaamheid te stimuleren en een (elektrische) fiets voor de lange afstand woon-werkverkeer
beter te faciliteren.<o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">- Een fietsverzekering wordt als nieuw doel in het keuzemodel opgenomen, mits de fiets waarvoor de verzekering wordt afgesloten is uitgeruild via het keuzemodel.<o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">- De fietsaccessoires worden als nieuw doel in het keuzemodel opgenomen voor maximaal € 82, mits de fiets waarvoor de accessoires worden aangeschaft is
uitgeruild via het keuzemodel.<o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">Deze wijzigingen zijn pas vanaf februari in het keuzemodel beschikbaar. In januari is het keuzemodel immers dicht, behalve voor het doel
<em><span style="font-family:"Arial",sans-serif">extra inkomen</span></em>. <o:p></o:p></span></p>
<p style="line-height:22.5pt"><strong><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">3. Dienstreizen</span></strong><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333"><o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">- De bijdrage aan zakelijke kilometers wordt verhoogd van € 0,19 naar € 0,21. De verhoogde vergoeding geldt voor de zakelijke ritten die gemaakt worden
vanaf 1 januari 2023. Ook is de afspraak gemaakt dat deze vergoeding voortaan meegroeit met wat maximaal fiscaal onbelast vergoed mag worden (voor 2024 is dat € 0,22). <o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">Momenteel worden de systemen en de informatie op VU.nl aangepast aan deze veranderingen en verzorgt HRM de communicatie naar de medewerkers.<o:p></o:p></span></p>

<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">Een medewerker kon vanuit de Wet aanpassing arbeidsduur al om uitbreiding of vermindering van zijn arbeidsduur vragen. Met de invoering van de Wet transparante
en voorspelbare arbeidsvoorwaarden kan een medewerker ook om “<em><span style="font-family:"Arial",sans-serif">meer voorspelbare en zekere arbeidsvoorwaarden”
</span></em>vragen. Een verzoek hiertoe kan ingediend worden door medewerkers die langer dan 26 weken in dienst zijn. Dat moet schriftelijk, waaronder per e-mail. De werkgever moet er binnen een maand schriftelijk en gemotiveerd op reageren. Doet de werkgever
dat niet, dan wordt de arbeidsovereenkomst geacht te zijn aangepast conform het verzoek van de medewerker. <o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">Maar let op: een medewerker met een arbeidsovereenkomst voor bepaalde tijd kan in dit kader ook om een vast dienstverband vragen. Als op dat verzoek niet
of te laat wordt gereageerd, dan kan de medewerker een vast dienstverband claimen. <o:p></o:p></span></p>
<p style="line-height:22.5pt"><strong><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">Aanzegtermijn</span></strong><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333"><o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">Bij tijdelijke arbeidsovereenkomsten langer dan 6 maanden moet de werkgever uiterlijk 1 maand voordat de arbeidsovereenkomst afloopt, schriftelijk (per
mail) laten weten of de arbeidsovereenkomst wel of niet wordt verlengd (zie artikel 8.2 van de cao). Als de overeenkomst wordt voortgezet moet de werkgever aangeven onder welke voorwaarden. Als de werkgever niet op tijd schriftelijk laat weten of de arbeidsovereenkomst
wel of niet wordt voortgezet, dan kan de medewerker aanspraak maken op een <strong>
<span style="font-family:"Arial",sans-serif">vergoeding van 1 maandsalaris </span>
</strong>of anders naar evenredigheid van het aantal dagen dat de werkgever te laat is. In een gesprek mededelen of bespreken dat een arbeidsovereenkomst verlengd wordt of niet is dus niet afdoende. <o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">Als het
<strong><span style="font-family:"Arial",sans-serif">ontslag</span></strong> door de leidinggevende wordt ingevoerd via de self service, ontvangt de medewerker van de HRM Servicedesk een ontslagbrief. Bij een
<strong><span style="font-family:"Arial",sans-serif">verlenging</span></strong> volgt er echter niet automatisch een bevestiging vanuit de HRM Servicedesk of vanuit het systeem. Leidinggevenden moeten medewerkers met tijdelijke arbeidsovereenkomsten dus
<strong><span style="font-family:"Arial",sans-serif">zelf tijdig en schriftelijk</span></strong> op de hoogte stellen van een verlenging en de voorwaarden waaronder verlengd wordt. <o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">Voldoen aan deze verplichting kan vrij eenvoudig door de verlenging als volgt te bevestigen:<o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">Op [datum] eindigt jouw tijdelijke arbeidsovereenkomst van rechtswege. Hierbij laat ik je weten dat jouw arbeidsovereenkomst voor bepaalde tijd wordt verlengd
tot …. [datum] onder verder gelijkblijvende voorwaarden / onder de volgende voorwaarden: […]. <o:p></o:p></span></p>
<p style="line-height:22.5pt"><strong><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">Notificaties</span></strong><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333"><o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">Om leidinggevenden te attenderen op het naderende einde van een tijdelijke arbeidsovereenkomst en na te denken over verlenging of ontslag, ontvangt deze
2 maanden voor afloop een notificatie uit het systeem. Momenteel ontvangt ook de medewerker deze notificatie. Bij buitenlanders is dat 3 maanden voor afloop. <o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">De medewerker ontvangt daarnaast 2 maanden tot 6 weken voor afloop van de tijdelijke arbeidsovereenkomst ook een notificatie vanuit de werk-naar-werkbegeleiding
met onder meer informatie over het aanvragen van een WW-uitkering. Deze notificatie geeft onbedoeld soms onrust en onzekerheid onder de medewerkers, omdat deze min of meer gelijk loopt met de eerder genoemde notificatie die de leidinggevende ontvangt. Om dit
te verhelpen en om de leidinggevende nog beter te informeren over het naderende einde van tijdelijke arbeidsovereenkomsten, wordt dit proces begin volgend jaar aangepast. Alle managers worden hierover via de HRMAM-zine geïnformeerd. <o:p></o:p></span></p>

afgelopen maanden heeft de VU een aanbesteding gedaan voor uitzendkrachten tot en met schaal 9. In totaal hadden 6 bureaus zich ingeschreven. Na beoordeling van de stukken en een presentatieronde is de opdracht gegund aan Projob. Met ingang van 1 januari 2023
gaat de VU een nieuw contract aan met uitzendbureau Projob als ‘preferred supplier’. Dit houdt in dat we geen overgangsperiode hebben, maar de afspraken en prijzen gaan wel wijzigen door het nieuwe contract. Projob is erg blij dat zij de samenwerking met de
VU mogen voortzetten.<o:p></o:p></span></p>

2022 can no longer be processed. For expenses claims the deadline ends today. <o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">All non-completed HR processes that are still in the system will collectively be rejected by the HR Service Desk on Tuesday 13 December. The initiator
receives a notification about the rejection. If necessary, these processes can then be re-entered with an effective date as of 1 January 2023. <o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">An exception applies to the HR processes for external parties. These are

Local Consultative Body</a> have reached agreement before the holidays on an increase in the commuting allowance, an expansion of the optional model and an increase in the allowance for business travel. The agreements will take effect on 1 January 2023. <o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">HR has made various calculations to determine the maximum financial resources. The available budget, the number of commuting days, the increase in the
number of employees and the price increases in public transport were examined. The result of this provides the following improvements: <o:p></o:p></span></p>

<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">- A bicycle insurance is included as a new goal in the optional model, provided that the bicycle for which the insurance is taken out has been exchanged

<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">Under the Working Hours Adjustment Act, an employee could already request an extension or reduction of his working hours. With the introduction of the
Transparent and Predictable Working Conditions Act, an employee can also ask for “more predictable and secure employment conditions”. A request for this can be submitted by employees who have been employed for more than 26 weeks. This must be done in writing,
which includes by e-mail. The employer must respond to this within one month in writing and with reasons. If the employer does not do so, the employment contract is deemed to have been amended in accordance with the employee's request. <o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">But please note: an employee with a temporary employment contract can also request an indefinite contract in this context. If that request is not responded
to or is responded to too late, the employee can claim an indefinite contract. <o:p></o:p></span></p>
<p style="line-height:22.5pt"><strong><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">Notice period</span></strong><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333"><o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">In the case of temporary employment contracts longer than 6 months, the employer must notify in writing (by e-mail) no later than 1 month before the employment
contract ends whether or not the employment contract will be extended (see Article 8.2 of the Collective Labour Agreement). If the agreement is continued, the employer must indicate under what conditions. If the employer does not notify in writing in time
whether or not the employment contract will be continued, the employee can claim
<strong><span style="font-family:"Arial",sans-serif">compensation of 1 month's salary</span></strong> or otherwise in proportion to the number of days that the employer is late. Announcing or discussing in a conversation that an employment contract will be
extended or not is therefore not sufficient. <o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">If the
<strong><span style="font-family:"Arial",sans-serif">dismissal</span></strong> is entered by the manager via self-service option, the employee will receive a letter of dismissal from the HR Service Desk. However, in case of an
<strong><span style="font-family:"Arial",sans-serif">extension</span></strong>, this does not automatically produce a confirmation from the HR Service Desk or from the system. Managers must therefore inform employees with temporary employment contracts
<strong><span style="font-family:"Arial",sans-serif">themselves in good time and in writing</span></strong> about an extension and the conditions under which it is extended. <o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">It is quite easy to comply with this obligation by confirming the extension as follows:<o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">Your temporary employment contract ends by operation of law on [date]. I hereby inform you that your temporary employment contract will be extended until….
[date] under otherwise identical conditions / under the following conditions: […]. <o:p></o:p></span></p>
<p style="line-height:22.5pt"><strong><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">Notifications</span></strong><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333"><o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">To alert managers to the approaching end of a temporary employment contract and to consider extending or dismissing it, they receive a notification from
the system 2 months before the end. Currently, the employee also receives this notification. For foreigners, this is 3 months before the end. <o:p></o:p></span></p>
<p style="line-height:22.5pt"><span style="font-size:12.0pt;font-family:"Arial",sans-serif;color:#333333">The employee will also receive a notification from work-to-work guidance 2 months to 6 weeks before the end of the temporary employment contract, including
information about applying for unemployment benefits. This notification sometimes unintentionally causes alarm and uncertainty among employees, because it more or less coincides with the aforementioned notification that the manager receives. To remedy this
and to better inform the manager about the approaching end of temporary employment contracts, this process will be adjusted early next year. All managers will be informed via the HRMAM-zine.<o:p></o:p></span></p>

recent months, VU Amsterdam has put out a tender for temporary agency workers up to and including scale 9. A total of 6 agencies had registered. After assessment of the documents and a presentation round, the contract was awarded to Projob. As of 1 January
2023, VU Amsterdam will enter into a new contract with temporary employment agency Projob as 'preferred supplier'. This means that we do not have a transition period, but the agreements and prices will change due to the new contract. Projob is very happy that
they can continue the collaboration with VU Amsterdam.<o:p></o:p></span></p>
