[staff-physics-and-astronomy-HL-UHD-UD] PhDs and PDs contract extensions from the 1MS on PI budgets

Dear all,

Recently the Faculty Board has informed us that for our department the 
vacancy freeze/control on the 1st money stream (1MS) that had been in 
place since early 2023 has been terminated.

This means that our department has now autonomy to decide on our 1MS 
spending, including extensions of temporary contracts, subject to the 
boundary conditions of our Strategic Personnel Plan and our multi-year 
budget projections.

Given this new situation, we would like to propose that PhD and PD 
contracts can be extended using the PI budgets, subject of course to the 
availability of funds.

Please find attached the proposed new policy. We would like to briefly 
discuss it at the next staff lunch.
