Bij deze wil ik jullie informeren over een aankomend besluit van de VU rondom NIH subsidies.

Het National Institutes of Health ("NIH") heeftvoor subsidieaanvragen een aantal zaken gewijzigd. Dit betreft het (verplicht) implementeren van een Financial Conflict of Interest Policy ("FCOI"), een "yellow book audit" en nieuw beleid inzake het delen van data. Op basis daarvan heeft de VU overwogen of de VU in de toekomst nog subsidies als hoofdaanvragen of subaward in wil dienen bij NIH.

Conclusie: de VU gaat besluiten om niet meer als hoofdaanvrager subsidies bij NIH in te dienen, omdat wij niet meer kunnen voldoen aan de eisen, die NIH verplicht stelt voor de hoofdaanvrager. Indienen van subsidieaanvraag als subaward kan wel, mits in het betreffende onderzoek geen persoonsgegevens zijn betrokken.

In het memo staat een uitgebreidere uitleg over wat de verschillende verplichtingen inhouden en de risico's daaromtrent. Dit geldt overigens ook voor aanpalende instituten, die hun geld krijgen van NIH, zoals Stanford.
Wanneer je een NIH subsidie wilt indienen, dan graag even van te voren overleg. Dit moet dan namelijk eerst langs het faculteitsbestuur.

Dear all,

Hereby I would like to inform you of an upcoming decision by the VU around NIH grants.

The National Institutes of Health ("NIH") has made several changes for grant applications. These include the (mandatory) implementation of a Financial Conflict of Interest Policy ("FCOI"), a "yellow book audit," and new data sharing policies. On this basis, VU has considered whether VU wants to submit future grants as master applications or subawards to NIH.
Conclusion: the VU is going to decide to no longer submit grants to NIH as lead applicant, because we can no longer meet the requirements, which NIH mandates for the lead applicant. Submission of grant application as subaward is still possible, provided the research in question does not involve personal data.

The memo contains a more detailed explanation of what the various obligations entail and the risks involved. Incidentally, this also applies to adjacent institutes that get their money from NIH, such as Stanford.
Should you want to submit an NIH grant, please consult in advance. We should discuss with the faculty board first in that case.
