Beste collega’s,
Begin dit jaar is door het College van Bestuur bekendgemaakt dat de VU
in 2024 18,8 miljoen euro moet bezuinigen

Daarnaast werd recent bekend dat het Ministerie van Onderwijs, Cultuur
en Wetenschap (OCW) het totale budget voor het hoger onderwijs en
universiteiten verlaagt, waardoor nu het totale bezuinigingsdoel van de
VU verhoogd is naar 25,5 miljoen euro

Voor de Faculteit der Bètawetenschappen betekent dit voor 2024 dat onze
begroting bijgesteld moet worden met een bezuiniging van rond de 7
miljoen euro.
*Primaire processen zoveel mogelijk ontzien*
Samen met de afdelingshoofden is het bestuur van de faculteit zorgvuldig
aan het onderzoeken hoe we deze bezuinigingen voor 2024 kunnen
realiseren, waarbij de primaire processen, onderwijs, onderzoek en
impact, zo veel mogelijk uit de wind worden gehouden.
Dit betekent echter wel dat de faculteit vanaf deze week een
vacaturestop heeft voor alle vacatures voor de eerste geldstroom
(behalve de doeltoekenningen: de starters- en stimuleringsbeurzen en de
sectorplangelden). Ook vervanging van personeel op de eerste geldstroom
kan niet direct worden ingevuld. Bevorderingen en de komende verwachte
cao-stijging zijn al meegenomen in de begroting 2024. Voor het omzetten
van tijdelijke naar vaste contracten hanteren we de richtlijnen, zoals
in de CAO zijn afgesproken.
*Stabilisatie aantal studenten*
De reden voor de verlaging van het totale budget voor hoger onderwijs en
universiteiten is dat het OCW de komende jaren een stabilisatie voorziet
van het aantal studenten in plaats van een groei. Dit komt onder meer
door de demografische ontwikkeling in Nederland en het wegebben van het
effect dat meer studenten een hogere opleiding willen volgen. De
bijstelling vanaf 2025 en verder is nog onderwerp van discussie tussen
de koepelorganisatie Universiteiten van Nederland (UNL) en OCW.
Uiteraard houden wij jullie op de hoogte van de ontwikkelingen rond de
bijsturingsopgave via de hoofden van jullie afdelingen.

Early this year, it was announced by the Executive Board that VU will
have a savings task of 18.8 million euros by 2024

addition, it was recently announced that the Ministry of Education,
Culture and Science (OCW) is reducing the total budget for higher
education and universities, which has increased the VU’s total financial
adjustment task to 25.5 million euros

For the Faculty of Science, this means for 2024 our budget will have to
be adjusted with a cut of around 7 million euros.
*Primary processes spared as much as possible*
Together with the department heads, the faculty board is carefully
examining how to achieve these cuts for 2024, while keeping the primary
processes, teaching, research and impact, out of the wind as much as
possible.
This does mean, however, that from this week, the faculty will have a
vacancy freeze on all vacancies on the first money stream (except target
budgets: the new starter grants, incentive grants and sector plan
funds). Also, replacement of staff on the first money stream cannot be
filled immediately. Promotions and the upcoming expected increase from
the Collective Labour Agreement (CAO) are already included in the 2024
budget. For converting temporary to permanent contracts, we use the
guidelines, as agreed in the CAO.
*Stabilisation in number of students*
The reason for the reduction in the overall budget for higher education
and universities is that the Ministry of Education, Culture and Science
(OCW) foresees a stabilisation of the number of students rather than
growth in the coming years. This is partly due to demographic trends in
the Netherlands and the fading effect that more students wanting to
pursue higher education. The adjustment from 2025 onwards is still under
discussion between the umbrella organisation Universities of the
Netherlands (UNL) and OCW.
Of course, we will keep you informed of developments on the adjustment
task of the budget through the heads of your departments.
