[Senior-staff-physics-and-astronomy] Possible sanctions and academic collaborations with Russia and Belarus - please respond to Petra Erne

In anticipation of possible European sanctions, the Ministry of Education, Culture and Science has made an urgent appeal - in view of the nature of the events and in line with the policy of many other European countries - to freeze all formal and institutional collaborations with educational and knowledge institutions in the Russian Federation and Belarus at this time. This also applies for starting new formal and institutional collaborations with institutions in the Russian Federation and Belarus.

The knowledge institutions in the Netherlands (represented by Universities of the Netherlands, Association of Universities of Applied Sciences, KNAW, NWO, Netherlands Federation of University Medical Centers) and the Young Academy) have announced in a press release<https://www.universiteitenvannederland.nl/en_GB/news-items.html/nieuwsbericht/828-p-strong-nederlandse-kennisinstellingen-bevriezen-samenwerkingsverbanden-met-rusland-en-belarus-nbsp-strong-p> that they will respond to this call. For the VU, the first thing we will do in the coming days will be to create a overview of the impact. It is therefore important to make an inventory of the formal and institutional partnerships that the VU has with Russia and Belarus. In addition to research, these include cooperation in education and/or (purchasing) contracts. In addition, it is important to give an indication of the possible impact. Think for example of payment obligations that we cannot fulfil and/or payments from Russia on which research groups depend.

There is no central overview of collaborations at faculties and services. That is why I am approaching you now. It is good to also report collaborations in which the VU is not a principal but which are of major importance.

Vooruitlopend op eventuele Europese sancties heeft het Ministerie van OCW een dringende oproep gedaan om - gezien de aard van de gebeurtenissen en in lijn met het beleid van vele andere Europese landen - op dit moment alle formele en institutionele samenwerkingen met onderwijs- en kennisinstellingen in de Russische Federatie en in Belarus te bevriezen. Ditzelfde geldt voor het aangaan van nieuwe formele en institutionele samenwerkingen met instellingen in de Russische Federatie en Belarus.

De kennisinstellingen in Nederland (vertegenwoordigd door Universiteiten van Nederland, Vereniging Hogescholen, KNAW, NWO, Nederlandse Federatie van Universitair Medische Centra) en De Jonge Akademie) hebben in een persbericht<https://www.universiteitenvannederland.nl/nl_NL/nieuwsbericht/nieuwsbericht/828-p-strong-nederlandse-kennisinstellingen-bevriezen-samenwerkingsverbanden-met-rusland-en-belarus-nbsp-strong-p.html> laten weten gehoor te geven aan deze oproep. Voor de VU brengen we de komende dagen eerst in beeld wat dit betekent. Het is daarom van belang om te inventariseren welke formele en institutionele samenwerkingsverbanden de VU heeft met Rusland en Belarus. Het gaat naast onderzoek ook om samenwerkingen in het onderwijs en/of (inkoop)contracten. Aanvullend is het van belang om een indictie te geven van de mogelijke impact. Denk dan aan bijvoorbeeld betalingsverplichtingen​ die we niet kunnen nakomen en/of betalingen uit Rusland waarvan onderzoeksgroepen afhankelijk zijn.

Er is geen centraal overzicht van samenwerkingsverbanden bij faculteiten en diensten. Daarom benader ik jullie bij deze. Willen jullie binnen jullie afdeling inventariseren welke samenwerkingsverbanden, inkoopcontracten of subsidieverstrekkers/opdrachtgevers er zijn met/uit Rusland?Het is goed om ook samenwerkingen te melden waarin de VU geen penvoerder is maar wel sprake is van een (groot) belang.
