I agree with that contacting Nathan and Scarlett at CCAC is probably better than to approach Drew Shindell. Organizers of the Methane Matters meeting<mailto:Methane%20Matters%20meeting> from the NGO community: Margherita Tolotto margherita.tolotto at eeb.org<mailto:margherita.tolotto at eeb.org> and Luc.Powell at eeb.org<mailto:Luc.Powell at eeb.org>. EEB is engaging a lot with European Parliamentarians to inform them about methane policy matters. It would be good to have them involved in stakeholder discussions.

As pointed out by Ernest in the meeting, perhaps better focus this meeting on the policy implications targeting the policy community rather than having scientific-oriented parallel sessions.

In addition to general information about IM4CA, the purpose of a policy-oriented meeting could be twofold:

1. Understanding the key concerns and needs of the policy-makers

2. Conveying a realistic picture of what CH4 quantification technology and methods (top-down and bottom-up) can do today and what additional capacities would be needed to serve the different needs of the policy community.

Three broad purposes for which the policy-community would need improved CH4 emission estimates:

  *   To validate national, regional and global bottom-up emission inventories of historic emissions against atmospheric budgets
  *   To validate the effectiveness of implemented mitigation efforts
  *   To use directly as bases for economic policy instruments such as emission fines or import tariffs.

Recent scientific progress has mainly been focused on the first purpose, while policy-makers now hope that new satellite and monitoring techniques will serve them with the quantifications they need for the next two purposes. For the latter, I find there is a need to convey that the technology may not (yet) deliver sufficient certainty, and that this must be taken into consideration when designing policy instruments. If not, there’s a high risk major efforts are spent on introducing elaborate regulations that will turn out to be largely ineffective for achieving actual emissions reductions. It would be a major achievement if we were to succeed in creating an informed discussion about this with policy-makers and NGOs serving input to the policy-making processes.

Maybe just to add few afterthoughts.

The GEIA methane working group would be good to ask probably. This is more the science part of the BU emission inventories, but could still be useful. (contacts : John Worden, Brian McDonald, Bram Maasakkers, …)

For CCAC I would also recommend to loop in the CCAC secretariat (e.g. Nathan Borgford-Parnell, Scarlett Quinn-Savory) they can then easily get you into contact with the right person in the secretariat. So the CCAC secretariat is the group of people doing a lot of the coordination within CCAC and getting things done (such as the study mentioned). So they are not the scientific experts, but they have many contacts. They also know who are front runners in the field.

I think critical also is to approach stakeholders with the right question/request. Both to get them interested (and where possible point to the right contact), and secondly to avoid misunderstanding about the purpose of the workshop/meeting.

Like Lena I see that the EU/EC wants to quickly move to implement regulation with all the new technology, but I am also concerned that that is a bit premature given what they actually want and need.
