I am delighted to announce a new Law & Technology & Economics seminar, which we will be hosting at the Amsterdam Law & Technology Institute on campus.
Speaker: Teodora Groza (Postdoctoral Researcher, University of Tübingen)
Teodora Groza is a postdoctoral researcher at the University of Tübingen. She holds a PhD in Law from Sciences Po Law School and has held visiting positions at Harvard Law School and Stanford Law School. Her research is grounded in the view that technological developments must be accompanied by governance innovation. Methodologically, she works at the intersection of law and economics, with a particular focus on organisational and institutional economics.
She has published on data markets, the governance of AI companies, the role of regulation in promoting innovation, and the implications of new business models for EU and US antitrust frameworks. She regularly speaks at academic, civil society, and industry conferences.

Topic: AI Foundation Models as Platforms or Infrastructures?
Senior executives of frontier AI labs increasingly describe AI foundation models as either “infrastructures” or “platforms.” Although these terms are often used interchangeably in legal and governance debates, economists distinguish between the incentive structures and competitive effects they generate. This talk examines the role of foundation models in today’s economy and disentangles their platform-like and infrastructure-like characteristics. Building on this distinction, it situates foundation models within existing regulatory frameworks for platforms (such as social media and digital marketplaces) and infrastructures (such as public utilities), and analyses how different governance choices may shape access, competition, and the allocation of regulatory authority.
Format:
A 30-minute presentation, followed by a discussion I will moderate and a Q&A with the audience.
